Could an HOA stipulate that storage in respectively private 2-car garage not prevent the parking of at least one resident vehicle?

To answer the exact request for information, yes they could indeed make such a stipulation into a by-law. Case contained by point, where we live we hold 2 neighbors that have 3 vehicle garages and they don't park a single car within them and their driveways look more like a used coup¨¦ lot. These are in single line homes. For whatever basis, they both choose to use all (I imply ALL) of the garage space for storage. Some people surface like this is gluey and that a garage should be used for its intended purpose, so HOAs stipulate that garages must at least house one saloon. The other reason I own seen for HOAs stipulating/enforcing this is because if the cars aren't surrounded by the garage and it is shared parking some homeowners leave their cars parked on the street or surrounded by "visitor" parking. Obviously, this creates a problem when people drop by and all of the designated company parking is taken by homeowner's who son't use their own garage or driveway.
If it is creating eyesores or problems for other residents. . .again, yes, the HOA can stipulate such a thing. It only just depends on the HOA and the situation.
