A crazy young man take weapons to a park and kill a lot of individuals. Some "experts" start blaming heavy metal music and video games that MILLIONS of kids enjoy enjoyed beside no problem. Isn't that just silly? Who is really responsible?
Take each satchel on it's own merits but ultimately we are responsible for our own actions. That said mental weakness does have a pose and we must be careful surrounded by judgements. The experts and not the press or any other amatuer are the best to opt. So we wait for the results of inquests and court rulings for the veracity of the situation.
The person doing the slaughter is ultimately responsible.
The parents for not slaping the hell out of little Johnny when he was burning ants near a magnifying cup or blowing up cats with bottle rockets.
In truth, we all are. We adjectives play a part surrounded by making society, and producing the individuals who do well or do inadequately.
Those things present simple, convenient target when people are looking for and demanding answers. The truth is, someone who fits the scenario surrounded by your question is screwed up on some plain level and everything else, resembling heavy metal music and antagonistic video games, exacerbates whatever metal/emotional problems he have. Just like yeametoo said, the shooter is the one who's responsible. You could whip a thousand - no, a million - other people, elevate them in equal environment, with one and the same stressors and influences the shooter experienced in his existence, and never hear a thing in the order of any of them.
There is probably some responsibility that go around to other parties, but the best responsibility lies in the being taking the actions. Mental vigour is also always an issue.
