There was a scene something resembling that on Desperate Housewives once (although not on a busy road). She left her 3 yell irrational boys on a surburban side street, drove a few more blocks to a turn, then wait a minute to scare them. Although beside some extremely irrational children, parents sometimes have to step to extreme with giving them a alarm, I don't think I agree next to the concept of 'driving off and disappearing them' (even if you don't really but only exploit like it) mete out it will make the children be aware of like you don't love/want them anymore.
She should be prosecuted to the fullest extent that UK tenet allows.
Towards my child? Of course not. This woman has no right mortal a parent as she is childish herself. These children need a risk-free haven, a grownup to take effort of and love them, and the woman needs to catch help, asap. My gosh..how frightening for those children..discarding on the side of a busy road.
